Certificate in Health Care Waste Management
The concern for bio-medical waste management has been felt globally with the rise in deadly infections such as AIDS and Hepatitis – B and indiscriminate disposal of health care waste. The United Nations through Basal Convention have classified health care waste (HCW) to be the second most hazardous waste, after radioactive waste. The main bottleneck to sound health care waste management programme is lack of training and appropriate skills, insufficient resource allocation and lack of adequate equipment. The need to educate different health care professionals/workers, NGO's and other stake holders was realized. To cater the needs of these health care professionals, IGNOU and WHO SEARO decided to develop and launch a certificate programme in health care waste management, in the South East Asia Region Countries. The programme will be of 6 month duration, through open & distance learning and will be launched in July 2005. The Certificate programme has been developed to create basic awareness about health care waste management practices and equip the learners with enough skills for effectively managing health care waste and safe guard themselves and the community against adverse health impact of health care waste. Objectives The broad Objectives of the programme are to: • sensitize the learners about health care waste and its impact on health and environment. • acquaint the learner group to existing legislation, knowledge and practices regarding health care waste Management practices in South East Asia Region countries. • impart knowledge on the systems and technologies in health care waste management and their practical aspects. Admission fees : Rs. 2000/- Duration : Minimum 6 months; Maximum 2 years Eligibility : Doctors, Nurses, other Professional Workers with a minimum of 10 + 2 Qualification Number of Seats Maximum of 30 students will be attached to each study centre. Each regional centre can have as many study centres depending upon the enrolments Implementation The programme will be implemented through a network of Study Centres all over India . The administrative control will be through the Regional Centres (RC) of IGNOU located usually at state capitals and the School of Health Sciences (SOHS) located at IGNOU head quarters, Delhi . Teaching will be through distance education mode with the help of the self instructional material dispatched to the students and by a 6 day contact program at the Study Centre (SC) where the students will undergo theory and project counseling, and a field visit. Study Centers for this programme will have a modest health care waste management system and have facilities like audio-video aids, teleconferencing and a room for interaction with the students. Examination and Evaluation Both term end and continuous evaluation would be conducted for both theory as well as project components. In the theory, 70% weightage will be kept for the term end examination and 30% for the continuous evaluation. 35% minimum pass mark in each component separately is required for successful completion of the Programme. There would be provision for 2% grace marks in the theory term end examination. Term end examination of theory will be held twice in a year i.e. June and December. The student can complete the two papers within a period of two years of enrolling in the Programme, failing which; he will have to re-register himself. The marks for internal assessment would be given by their counselors after making a subjective assessment of the student on the basis of their observation of actual performance of the student and the projects evaluation. For being qualified for the certificate it is necessary that the students pass in the project. A minimum of 35% is the pass percentage marks for internal assessment.
